PROBLEM TO BE SOLVED: To provide a water guiding member which enhances the view of a street, even if the upper surface of a gutter block is covered, particularly if a large amount of underground water is generated because of water-permeable paving, etc., by rapidly guiding the underwater into a gutter to prevent a paved road from being submerged and to prevent formation of puddles, and which avoids troubles and dangers with pedestrians and drivers, such as obstacles to the passage of the pedestrians, the slip of vehicles, and the splashing of rainwater due to the vehicles, by enabling rainwater collecting in a stepped part making contact with the side wall of the gutter to be rapidly guided into the gutter, and which is very easy to mold and mount on the gutter block. ;SOLUTION: Water inlets 2 in the side wall 51 of a gutter block for underground water, which comprise a plurality of holes or cuts K whereby underground water or surface water making contact with the side wall 51 of the gutter block is guided into a gutter while the drop of road paving materials such as gravel and asphalt is prevented, are provided between the front 12 and the back 13 of a hard plate-shaped base wall 11.
