PROBLEM TO BE SOLVED: To enable each concerned department in charge of an item requiring responses from the departments to recognize the present processed state of the item when the department prepares its response to the item. ;SOLUTION: When, for example, it is not able to prepare a response to an item requiring the response at a site B even when the item is transmitted to the site B from a site A by electronic mail, the item is further transmitted to a site C by electronic mail, but it is informed to the site A from the site B by electronic mail.
