PROBLEM TO BE SOLVED: To provide a means of uniformly adhering a noble metal stock or a noble metal plating material with a resin and furthermore improving the adhesive strength without deteriorating its electric characteristics and mechanical properties. SOLUTION: This surface treating agent is the one essentially consisting of a silane coupling agent, furthermore contg., as a solvent, water or an organic solvent and moreover contg., at need, a pH buffer and/or a surfactant. The surface treatment is executed by immersing a noble metal stock or a noble metal plating material into this surface treating agent or scattering or spraying it over the noble metal stock or noble metal plating material.
