PROBLEM TO BE SOLVED: To prevent an unfair printed matter from being published by controlling publication of printed matters. ;SOLUTION: Discrimination information and condition of use of printing and recording media are controlled by a medium information controlling data base. When a printing and recording medium is set on a printer 21, the discrimination information is read and a request for transferring contents is issued to a content controlling apparatus 11 from a printer 21. The content controlling apparatus 11 inquires the discrimination information to a medium information controlling apparatus 1 to judge whether it is a request for proper transfer. When the content controlling apparatus 11 judges it as the request for proper transfer, the requested content is transferred to the printer 21 and when it is judged as to be unfair, transferring the content is rejected. When printing is finished, finishing condition of the printing is informed to the content controlling apparatus 11 from the printer 21 and the content controlling apparatus 11 requests renewal of the data base 3 to the medium information controlling apparatus 1 thereby.;COPYRIGHT: (C)1999,JPO
