PROBLEM TO BE SOLVED: To provide a high-performance design method or the like for a code book for the vector quantization of a linear predictive parameter by performing interpolating processing. SOLUTION: The sample value of an input voice is partitioned into frames, further divided into sub frames and held in a buffer 1 and concerning each sub frame, a linear predictive parameter calculating part 2 calculates the linear predictive parameter. At a linear predictive parameter quantizing part 3, the linear predictive parameter is quantized for each prescribed interval, and the preliminary selection of plural quantized candidates is performed. The index of a preliminary selected code vector is held in a buffer 4 for quantized index and the combination to minimize a distortion within the range of the fixed number of sub frames is determined by a quantized index combination determining part 5 and defined as the data contents of the code book to be designed.
