PROBLEM TO BE SOLVED: To provide a refuse power plant having stable performance of decomposing dioxin in a refuse power plant having a large variation in exhaust gas in long terms. ;SOLUTION: This system has an incinerator 19 for burning refuse, an incinerator boiler 23 for generating steam by the exhaust heat of the incinerator 19, a superheater 31 for superheating the steam generated by the incinerator boiler 23, a steam turbine 34 driven by the steam superheated by the superheater 31, a generator 35 driven by the steam turbine 34, a fuel-reforming device 29, and a combustor 28 for burning gas reformed by the fuel-reforming device 29 and the whole or a part of exhaust gas from the incinerator 19.;COPYRIGHT: (C)1999,JPO
