PROBLEM TO BE SOLVED: To improve lowering of prediction precision, by estimating an advection vector every lattice from data in regard to rainfall intensity every lattice corrected by a rainfall distribution process. ;SOLUTION: A correction calculation parameter input process 7 and a rainfall distribution correction process 8 are added to an advection vector estimation process. Five parameters of Rmin, γ1, γ2 and a designated number of times necessary for correction calculation in the rainfall distribution correction process 8 inputted to the input means of a keyboard and the like are acquired in the correction calculation parameter input process 7. The correction of time series rainfall distribution data acquired by a time series rainfall distribution input process 1 is performed by means of the parameters acquired by the input process 7 in the distribution correction process 8, and its result is transmitted to an advection model parameter calculation process 5. The parameters of an advection equation are calculated by linear least square estimation by means of the time series rainfall distribution data acquired by the distribution input process 1 in a calculation process 1.
