PROBLEM TO BE SOLVED: To sufficiently enhance adhesive force for adjuring a permanent magnet, enhance sliding property of a slide part and save labor for manufacture, by primer-treating the outer circumferential face of a rotary shaft or the inner circumferential face of a rotary cylinder and then applying adhesive, and adhere a permanent magnet to it. ;SOLUTION: The pretreatment agent for polyethylene-polypylene is applied and dried as primer 1a on the outer circumferential face of a rotary shaft 53. Next, cyanoacrylate-based adhesive as adhesive 2a is applied on the outer circumferential face of the rotary shaft 3 primer-treated (distributed from the shaft before primer treatment). Further, a non-magnetized permanent magnet 21 is coveredly fitted to it and pressed down. When the adhesive 2a is hardened, the permanent magnet 21 is stuck to the rotary shaft 3 through an adhesive layer 2, the hardened adhesive agent 2a is in a state of entering the recessed part of the rotary shaft 3, and combination of the rotary shaft 3 with the permanent magnet 21 becomes stronger. Hereby, the permanent magnet is prevented from coming off, and reliability as a torque limiter and sliding property can be improved.;COPYRIGHT: (C)1998,JPO
