PROBLEM TO BE SOLVED: To reduce a fluctuation in an abrasive grain diameter by providing a temporarily attaching layer existing on tool base metal, an abrasive grain group by arranging abrasive grains as a layer in this temporarily attaching layer and a plating layer to fix this abrasive grain group. SOLUTION: Abrasive grains 1 are fixed on tool base metal 2 by plating 3 after applying a temporarily attaching material 4 to the tool base metal 2. Silicone and a resist conductive adhesive can be used as the temporarily attaching material 4 so that abrasive grain arrangement is completed before completely solidifying the temporarily attaching material 4. The abrasive grains 1 are fixed to the tool base metal 2 by the plating 3 after performing heat treatment and conductive processing according to handling of the temporarily attaching material 4. A grinding wheel having the excellently uniformed abrasive grain tip is obtained by arranging the abrasive grains 1 held in a temporarily attaching layer (the temporarily attaching material 4) as a layer so that a fluctuation in a grain diameter falls within about 5 percent. The plating may be fixed on the tool base metal by tearing off the plating and the abrasive grains 1 from the temporarily attaching material 4 by fixing the abrasive grains 1 to the plating by performing plating processing after temporarily attaching the abrasive grains 1 to the temporarily attaching material 4.
