PROBLEM TO BE SOLVED: To ensure safety in the works of a high place while easily conducting installation for extra safety in construction works. ;SOLUTION: A scaffold 3 by combining pipes 3a is mounted temporarily so as to surround an executed foundation 1 (2), etc., specified supports 4 are disposed in upright to the foundation 1 (2), etc., and a plurality of master ropes 5 are built among the horizontal pipes 3a oppositely faced in fixed height in a latticed shape while nets 6 are spread in each latticed shape consisting of the master ropes 6 respectively in the scaffold 3. The master ropes 5 are constructed with sags before the nets 6 are spread, and tensed after the nets 6 are spread.
