PURPOSE: To obtain a suitable device as a moisture sensor for automobile by constituting it with a first electrochemical solid oxygen sensor with a pair of first counter electrodes and a second electrochemical solid oxygen pump with a pair of second counter electrodes. CONSTITUTION: An electrochemical device consists of a first electrochemical solid oxygen pump cell 21 with a pair of first counter electrodes 23 and 24 and a second electrochemical solid oxygen pump cell 31 with a pair of second opposing electrodes 33 and 34. A support structure is located between the cells 21 and 31 and a localized space is formed by the two cells 21 and 31 and the structure. Then, a voltage is applied to the cell 21 by an external electrical circuit, the electrodes 23 and 24 are biased negatively, and all second oxygen- containing gas molecules are unloaded from a localized space or are fully dissociated by current. Also, a voltage is applied to the cell 31 by an external electrical circuit and the electrodes 33 and 34 are biased negatively, thus fully dissociating essentially all measurement gases in the localized space.
