Encoding and decoding system of layered compressed video data

A dynamically configurable video signal processing system processes data in the form of a hierarchical layer. This system divides the data between the hierarchical layers and allows variation in the number of layers used. The data is divided into one or more hierarchical layers as a function of one or more parameters selected from effective system bandwidth, input data rate, and output signal quality. Also, the image resolution and the number of corresponding pixels per image of the data may vary as a function of system parameters. An encoder 100 and a decoder 105 (107; 109) system have been disclosed.
