The repair sleeve has a tubular envelope (1) made from an insulating material which has an internal surface (2) defining a central channel (3) in the repair sleeve. The sleeve includes at least a conducting or semiconducting deflector part (4) encased in the insulating material and having a general conical shape which is coaxial with the insulating material envelope, with a small diameter end (3) which terminates in the central channel. The deflector (4) is associated with a block (8) of high permittivity material, which has an internal surface which opens into the central channel, an external surface of inverse conical shape to that of the deflector (4), and a base in contact with an internal surface (15) of the corresponding deflector (8). The large diameter of the deflector (4) has a toroidal strip (5) of half circle section having an axis of symmetry parallel to the central channel. The deflector also has a shoulder (6) which extends so that it projects towards the exterior perpendicular to the central channel and is filled with a high permittivity material.
