PURPOSE: To provide a hot rolled ferritic stainless steel plate excellent in high temp. fatigue characteristics as well as in surface roughing resistance after forming and causing no deterioration in formability. ;CONSTITUTION: A steel, which has a composition consisting of, by weight, ≤0.03% C, ≤2.0% Si, ≤0.8% Mn, ≤0.03% S, 6-25% Cr, ≤0.03% N, ≤0.3% Al, ≤0.4% Ti, 0.02-0.4% V, 0.0002-0.005O% B, and the balance Fe with inevitable impurities and satisfying inequalities Ti/48N/14+C/12 and V/B10, is used.
