PURPOSE:To obtain a base of a medicine for external use, containing N- vinylacetamide (co)polymer or its crosslinked substance, having low skin irritancy in spite of its sufficient tackiness and capable of enhancing the absorbability of a wide range of water-soluble and scarcely water-soluble pharmacodynamically effective ingredients. CONSTITUTION:A (co)polymer composed of (A) 50-100mol% recurring units expressed by formula I and 0-50mol% at least one of recurring unit expressed by formula II [R1 is H, CH3, C2H5 or COOM (M is H or alkali metal); R2 is H, CH3 or COOM; X is COOM, SO3M or OPO3M2], formula III [R3 and R4 are H, 1-4C alkyl or COOM; A is R5 or COOR5 (R5 is 1-10C alkylene), etc.] and formula IV [R6 and R7 are H or 1-4C alkyl; Y is H, 1-10C alkyl, halogen- substituted methyl, CH2NR8R9 (R8 R9 are H, 1-4C alkyl, etc.), etc.]. The aforementioned (co)polymer is mixed with water and/or alcohols and a pharmacodynamically effective ingredient is blended therewith to prepare a medicine for external use.
