At this time, the liquid surface position of the liquid substance in the vacuum stirring and mixing tank 2 is measured within a real time by a level sensor 16 and, when it is detected that the liquid surface reaches a predetermined upper limit position, a suction valve 12 is opened to suppress the lowering speed of the pressure in the vacuum stirring and mixing tank 2 or to slightly raise pressure temporarily.
