PROBLEM TO BE SOLVED: To effectively reduce the wind vibration of a structure by changing the occurring position or strength of a separation vortex according to the strength of the wind for controlling the occurrence of a fluctuating negative pressure.;SOLUTION: A corner part C formed on the outside of an high-rise building 10 is corner-cut extending over a proper height range, and the corner cut part 14 is covered with a flap 16 having a doglegged section so as to make both the sides 16a, 16b of the flap 16 nearly coincide with a wall face line L sandwiching the corner cut part 16. The flap 16 is rotatably attached to the high-rise building 10 centering around this bent part B and a return means 18 for giving a spring force proportional to the rotation quantity of the flap 16 is provided between the flap 16 and the high-rise building 10.;COPYRIGHT: (C)2000,JPO
