PROBLEM TO BE SOLVED: To accurately and efficiently predict complicatedly changing traffic information. ;SOLUTION: A selection part 11A inputs the traffic information 21 of a link and selects and outputs the traffic information 221-22m of the links for every link group and the traffic information 23 of a prediction object link. The traffic information 23 is stored in a storage part 14. Link group traffic information calculation parts 121-12m calculate the traffic information 241-24m of the link groups based on the traffic information 221-22m and respectively store them in the storage parts 131-13m.
