PROBLEM TO BE SOLVED: To contrive suppression of mutual dislocation of surface layer ground construction blocks and facilitation of laying-on and removal by providing a difference in a level vertically overlapped on adjacent blocks on the peripheral part of the block fixing a solidification body layer on the lower side and providing a hanging fitting for horizontally hanging the block. ;SOLUTION: The upper side surface of reinforced concrete 4 is covered with an iron plate 5 to be made a block 1, and a hanging fitting 7 is fixedly or detachably provided on the iron plate 5. A horizontal projection part 12 and a horizontal recess part 13 provided on opposite short side peripheral parts are engaged, so that the block 1 suppresses horizontal dislocation, and it is made structure for suppressing vertical location by disposing a lower side overhang part 14 so as to receive an upper side overhang part 15. A wire 19 is hung between a hanging fitting 7 and the hook 18 of a heavy hoist, and set at a prescribed position of hanging in the horizontal direction.
