PROBLEM TO BE SOLVED: To prevent contents from being transmitted to a device, whose security for contents protection in which contents are inclined to be easily leaked to the outside is weak, an unspecified device, etc., by deciding the approval/denial of contents transmission according to a device and to also prevent transmitted contents from being used fraudulently.;SOLUTION: Contents handling devices 2 on an information receiving side for receiving the contents are classified according to a plurality of different copyright protection levels and/or privacy capabilities, the data are obtained and an information transmitter 1A transmits the contents only to reliable contents handling devices 2.
