PROBLEM TO BE SOLVED: To provide a system to enable a care manager, etc., to immediately cope with even alteration of various information to be determined by government without being specially conscious of the system on a routine basis. SOLUTION: The system is constituted so that changes of required programs and incidental information are performed only in a server 1 and no change is required to be performed in each terminal even when rules, operations of a nursing care insurance system or the content and a basic unit price, etc., of the nursing care service are changed by unitarily managing a program to execute a processing to support creation of a care plan and the incidental information to be used for a processing of the program in the server 1 and making a terminal at a requesting origin execute a required processing by providing the program and the incidental information to the terminal according to requests from each of terminals 2 to 4.
