PROBLEM TO BE SOLVED: To lessen the generation of warming effect gases by adding and mixing an asphalt emulsion and cement to and with the cut materials of asphalt pavements regulated in grain shapes and grain sizes, thereby forming a cold regeneration mixture. ;SOLUTION: The existing asphalt pavements are cut to a prescribed thickness by a cutting machine and the cut materials are scraped by a pickup feeder 2 and are sent to a vibration sieve 3. The cut materials are regulated to the grain size of ≤20 mm by this vibration sieve 3 and are dropped into a mixer 6 of a twin-screw pugmil continuous type by which the cut materials are agitated and are regulated to the grain shapes and grain sizes suitable for the mixture. The prescribed amount of such cut materials are continuously fed to a mixer 8 by a belt conveyor 8. The cement, the emulsion and the water are added and mixed from a cement tank 10, an asphalt emulsion tank 11 and a water tank 12, respectively, to and with the cut materials in the mixer 9.
