PROBLEM TO BE SOLVED: To efficiently form a traversal non-slip streak for preventing the wheel slip of a traveling vehicle by elastically pressing a coining tooth member installed to a self-traveling vehicle onto a frozen road surface, and releasing the elastic pressing at a required timing. ;SOLUTION: A coning tooth member 1 long in the road width direction is installed to the rear chassis S of a self-traveling vehicle T through a tooth rocking beam 11, and the coining tooth member 1 is elastically pressed onto a frozen road surface R by a hydraulic cylinder 2 through an elastic pressing member 3 formed of a compression coil to form a traversal non-slip streak. As an elastic pressing releasing means 4, a roll cam 41 is rotated by a hydraulic motor to intermittently bring up the tooth rocking beam 11. Thus, the rotating speed of the hydraulic motor is synchronized with the advancing speed of the self-traveling vehicle T, whereby the traversal non-slip streaks can be efficiently formed at prescribed intervals on the frozen road surface R.
