PROBLEM TO BE SOLVED: To provide a photochemical catalyst for catalystically decomposing organic compounds by light irradiation at normal temperature and under normal pressure, and to provide a photochemical decomposition method therefor and a fuel cell using the hydrogen produced by the decomposition reaction. SOLUTION: This photochemical catalyst comprises a soot containing spherical fullerene molecules, which catalytically decomposes organic compounds including an atom having an unshared electron pair(s), and a hydrogen atom(s) in their molecule, under light irradiation and is expressed by Cn (C is a carbon atom; and n is an even number of 60 or more and is the number of carbon atoms capable of forming a sphere geometrically by bonding the carbon atoms with each other). The hydrogen generated by the photochemical decomposition method using the photochemical catalyst is used for a fuel cell.
