PROBLEM TO BE SOLVED: To perform handover to an optimum base station at all times by updating the measured value of reception quality to be included in a request message to the latest value when a message retransmission means retransmits the request message. SOLUTION: A handover decision/request control means 131 measures the reception strength of respective pilot channels broadcasted by a base station during synchronization establishment and a peripheral base station to be a synchronization establishment candidate and decides the presence/absence of the need of the handover. When it is needed, the request message including the reception strength measured value of the pilot channel is generated and transmitted to the base station during the synchronization establishment. Thereafter, when a reception confirmation response is not returned from the base station within fixed time, the request message is retransmitted. A measured value updating control means 132 re-measures the reception strength of the respective pilot channels every time and updates the measured value of the reception strength to be inserted to the request message to be retransmitted to the latest reception strength measured value obtained by re-measurement when the request message is transmitted again.
