PROBLEM TO BE SOLVED: To make effectively utilizable the number of circuits for measurement prepared for measuring various quantities of electric power of multiple circuit even when the number of feeders for each voltage system is not constant by mounting a means for changing the combination of electric current and voltage among different systems.;SOLUTION: A voltage current arbitrary-combination means 400 inputs the voltage from a plurality of systems of voltage input means 101-103, and arbitrarily selects and separates the voltage to output the same to power measurement parts 301-306. The voltage current arbitrary-combination means 400 consists of a voltage input part 40a for inputting the voltage from a plurality of systems, a voltage selecting part 402 for arbitrarily selecting the combination of the system voltages 101-103 and the circuit current inputs 201-206 of the current input means 200, and a voltage output part 403 for outputting each selected voltage to one of the voltage measurement parts 301-306.
