PURPOSE: A device of quantizing the amplitude of a variable dimension spectrum using binary vector for prediction and mel-scaling and a method thereof are provided to quantize the amplitude of a spectrum and secure accuracy even with a low amount of calculation. CONSTITUTION: In the device of quantizing the amplitude of a variable dimension spectrum, a generator of an envelope of combined spectrum(100) produces an envelope(/y) through quantization of residual spectrum envelope. A comparator(110) compares between the combined spectrum envelope(/y) and a targeted spectrum envelope(y). A detector of the minimum value(120) stores the results obtained sequentially by the comparator(110) and detects the minimum value and sends the index of the codebook corresponding to the minimum value to a voice decoder. A prediction quantizer(130) obtains a first residual spectrum envelope predicted and quantized from the residual spectrum envelop quantized. A mel-scale binary vector quantizer(140) describes the residual spectrum envelope to be quantized as a linear scale code vector using a mel-scale binary vector codebook(144).
