PURPOSE: A method and a device for deciding a direct route between switching centers in a metropolis are provided to decide a network structure minimizing costs, so as to improve and analyze the network structure. CONSTITUTION: An input module(100) receives data for network structure, network facilities, design/traffic and cost factors, for processing. A network structure alternative module(200) draws a network structure capable of being configured by considering a present network through the inputted data, for setup as an alternative plan. A network structure performance analyzing module(300) generates a network configuration result by the network configuration alternative plans, based on the inputted and processed data. A cost analysis module(400) analyzes costs by substituting cost factors for a calculated performance result value. A relaying structure routing system selection module(500) selects a relay network structure and a routing system using the analyzed cost result value, and selects an optimum alternative plan for configuring an entire relay network with a minimum cost. And a reference selection module(600) selects an inter-office relay traffic reference configuring a direct route between exchanges, without passing a relay exchange based on the selected relay network alternative plan.
