A condition detector detects the condition in which the starting of an engine is impossible even if fixed-number cranking is performed on the engine. An alternative unit then switches the operation of the main engine control sensor to a fail-safe mode if such condition is detected. The engine is then started via a fail-safe mode transfer unit.
