Color enhancing filter and method of employing a color enhancing filter to improve human eye vision

A color enhancing filter is disclosed which is especially adapted for use to improve eye vision under all lighting environments. Lighting environments include extreme lighting environments, such as, low level and brightly illuminated light environments. The filter is supported by an adapter ring.
