A coating agent for forming a photocatalytic hydrophilic coating film capable of realizing a hydrophilic coating for maintaining a long period of hydrophilicity even under light shielding conditions is disclosed. The coating agent comprises at least an amorphous titania precursor, a crystalline titania, and a precursor capable of being converted to a compound having siloxane bonds. A coating comprising at least three types of amorphous titania precursors, crystalline titania, and precursors capable of being converted to compounds having siloxane bonds, has a high durability, film hardness, transparency, and visible light transmittance. In addition, a hydrophilic coating capable of maintaining hydrophilicity for a long time can be realized even under light shielding conditions.
