For example, access network interface with base station and the base station controller conveys information with base station and the remaining part of the overland system. On the basis of the load of access network, it can have the technology which adjusts the transmission rate due to aerial interface. In addition, when being non-equilibrium between ability of aerial interface and access network interface, it controls the allotment of the band width with access network interface, it can have the technology which distributes the ratio of call blocking/delay.
