PROBLEM TO BE SOLVED: To provide inexpensive water permeable concrete pavement excellent in durability and water permeability.;SOLUTION: A reinforcing frame 11 composed of flexible plastic and a deflective water permeable concrete layer composed of water permeable concrete 5 are arranged on a roadbed. In this case, the reinforcing frame 11 composed of the flexible plastic is formed of a frame vertically penetrating, and partitioned into a plurality of small chambers by a wall having the height exceeding no height of an outer wall of the reinforcing frame 11 composed of the flexible plastic.
