PROBLEM TO BE SOLVED: To provide an electric wire and cable envelope covering resin composition that suppresses friction between the cable envelope and the conduit and is capable of hauling and installation without damaging the existing wire and cable in the installation of wire and cable in the conduit, and a wire and cable having easy slippage performance using the resin composition. SOLUTION: This is an electric wire and cable envelope covering resin composition in which a slippage grant agent 0.01-0.2 pts.wt. is blended in one kind or two kinds or more of polyethylene system resin 100 pts.wt. which are selected from a branching low-density polyethylene that is manufactured by a high pressure process having a melt mass-flow rate of 0.01-5 g/10 min, and a density of 0.90-0.94 g/cm3 and a straight-chain low-density ethylene-α-olefin copolymer having a melt mass-flow rate of 0.01-5 g/10 min and a density of 0.90-0.94 g/cm3. The wire and cable that are covered with this composition are given an appropriate slippage performance and can be easily installed in the conduit without damage to their own envelope.
