An elastomer is injected from a nozzle 87b of an elastomer ejector 85 rotating in the cylinder 83 to laminate the strands on the inside surface of the fabric 98. A developing unit 82 develops the sheet in the planar shape from the cylindrical shape, while being guided in contact with a guide plate 82a at a the surface opposite to the strand side of a composite sheet 99.
