PROBLEM TO BE SOLVED: To realize a web developing mechanism without disordering an array of strands without releasing the strands from the cylindrical web when a spin ning head is rotated inside the web, the strands are laminated on an inside surface of the web, and the laminate is developed from the cylindrical shape to a planar shape.;SOLUTION: A nonwoven fabric 98 regulated at its feeding speed by a pinch roller 84a is fed into a guide cylinder 83 by a guide unit 81, and the fabric 98 is formed in the cylindrical shape along the inner wall surface of a guide cylinder 83. An elastomer is injected from a nozzle 87b of an elastomer ejector 85 rotating in the cylinder 83 to laminate the strands on the inside surface of the fabric 98. A developing unit 82 develops the sheet in the planar shape from the cylindrical shape, while being guided in contact with a guide plate 82a at a the surface opposite to the strand side of a composite sheet 99.
