PROBLEM TO BE SOLVED: To utilize waste used tires as a recycled source for the construction material of buildings and civil engineering. SOLUTION: Narrow cut pieces of the used tires are bonded to each other by the natural or the synthetic resin group adhesive so as to form a layered material, and this layered material is covered with plate materials so as to obtain the construction material utilizing the waste used tires as a recycled source. Or, cut pieces of the used tires are bonded by the natural or the synthetic resin group adhesive so as to form a layer, and this layer is arranged on the gravel and the sand, and the asphalt is covered thereon so as to obtain the civil engineering material utilizing the waste used tires as a recycled source. Cut pieces of the used tires are mixed with the asphalt so as to obtain the civil engineering material utilizing the waste used tire as a recycled source.
