PROBLEM TO BE SOLVED: To provide a novel packet address providing system that can provide the QoS. SOLUTION: The routing optimizing method of a 3rd generation mobile communication system where the destination of a packet is given to a mobile node in a follow-in network and making communication with a corresponding node (24) is characterized in that the method includes a step (A) where a home agent (26) is set in a corresponding node(CN), a step (B) where a care of address(CoA) is assigned to the mobile node in the foreign network, a step (C) where a packet header is changed with the corresponding node so that the destination address is set to the care of address(CoA), and a step (D) where a mobile node identifier (50) is provided.
