PROBLEM TO BE SOLVED: To provide a method and a device for buffering with which delay and required buffer memory capacity are suppressed low when transmitting, at a fixed rate, data generated like bursts.;SOLUTION: The delay time in a buffer memory 001 is delayed just by a period which is obtained by subtracting the initial occupancy quantity of a virtual buffer from the maximum occupancy quantity of the virtual buffer and dividing the difference by a fixed rate by using a controller 002 so that the delay and the buffer memory capacity can be suppressed low.;COPYRIGHT: (C)2001,JPO
