An improved communications system for serving customers that are already partially serviced by an established backhaul connection, but which need an alternate and improved connection for broadband services. In established systems, customers (4) are connected through access points (3) using an established backhaul transport (62, 66) to an established central office (2). The alternate connection (6) includes a remote digital subscriber line access multiplexer (R-DSLAM) (8) connected to the established access points (3). The R-DSLAM (8) connects with a new and alternate connection, between the R-DSLAM (8) and the established office (2) in parallel with the established backhaul transport and/or the R-DSLAM (8) connects to a different remote office (17) or other locations in communications networks (14). The R-DSLAM (8) is environmentally hardened for all-weather outdoor installation and mounting on a utility-pole.
