A circuit board continuity inspection apparatus and method in which the SN ratio is improved by lowering the impedance in the current path of the inspection object is proposed. A coupling capacitance is formed in a noncontact manner on one side of both ends of the pattern line of the substrate form to be inspected, and the inductance 450 and the lead line are connected to this capacitance. And an AC test signal is applied to the other terminal through a lead wire in a contact manner. A resonance circuit is formed by capacitance, inductance, and pattern lines, and an output signal can be detected in a state in which the impedance is lowered.
