The method uses a heat exchanger (11,13) supplied with the water to be supplied to the mine or tunnel and a cooling medium allowing it to be reduced to the required temperature in the vicinity of its freezing point. The temperature of the cooling medium is below the freezing point of water, so that an ice layer is provided at the surface of the heat exchanger over which the water flows, which is maintained over the full cold water generation duration.
