The flood barrier has a lower section (1) on a foundation, with reinforced outer surfaces (17,19) of steel or concrete against flood water, to be used for fish farming or breeding aquatic animals (16) and the like. The upper section (2) can be used either for fish farming or the cultivation of water plants. The lower section has a steel framework, and is watertight, with water feed pipes (14) and struts (3) to support the upper section. The upper section has grid shelving (8) to carry troughs (7), and has water supply pipes (9). Its roof has wind pressure deflectors (13), and gutters (10) to carry off condensed water.
