A dispersant dispersed in a metallic matrix, has thermal expansion coefficient that is smaller than that of the metallic matrix. An electric device serving as a heat generator is provided on a heat receiving surface (12) of the plate (10). The dispersant is dispersed more on the heat receiving surface than that on a heat radiating surface (11) of the plate. An Independent claim is included for radiator plate manufacturing method.
