The layer comprises bars (1-4) able to be coated with concrete, two flexible strips (5,6) and means (7) for joining the flexible strips with each bar. The joining is constituted by the fact that each flexible strip surrounds each bar to form loops (8-11) around the bars and by sewing (12) together the two ends (13,14) of each loop so that each loop completely surrounds its associated bar. An Independent claim is included for a machine making the layer of bars.
