A magnetism is provided to substances to be removed in a fluid to be treated and the substances to be treated are magnetically separated from the fluid to be treated in a space of a magnetic field. The separated waste solid is treated by high temperature and high pressure producing means and ferromagnetic seeds are removed to separate by magnetic separating means 46. The waste solid at a high temperature and a high pressure after having been removed of the ferromagnetic seeds is subjected to pressure reduction and is dried by a self heat capacity and heating means.
