PURPOSE:To attain direct settlement between transaction parties and to report the result of settlement to a served party through non-real time communication by updating fund information stored in a connected card by an intermediation device. CONSTITUTION:A system supply party 10 has a management center 11 managing all intermediate devices 30 and cards 40 in the management and operation of the electronic small amt. settlement system, a database 12 storing management information and information relating to past transaction and retrieving the information as required, and a black list 13 in which illegal intermediation devices 30 or cards 40 are listed up. Furthermore, the management center 11 and all the intermediation devices 30 are connected through a communication line 20 and an intermediation device 30 reports the information relating to a transaction to the management center 11 after the end of the transaction and the management center 11 sends connection confirmation data to each intermediation device 30 at a proper time to confirm the black list 13 and the connection state to the intermediation devices 30.
