PROBLEM TO BE SOLVED: To avoid interference between channels of a system by allocating a usable channel among base stations in accordance with a spatially unequal demand transmission capacity. ;SOLUTION: In a process 30, fifteen channels are allocated to a base station 25 in a network 20. Next, in a process 40, three channels are allocated to a moving machine 35.1 of a queue length 30, ten to a mobile unit 35.2 of a queue length 100 and two to a mobile unit 35.3 of a queue length 20 respectively. Here, the mobile unit 35.2 has two more than a usable channels. Also, a ratio of queue lengths and the number of channels of the mobile unit 35.1 and 35.3 becomes equal to 10 and, thus, the mobile machine 35.1 is selected, one of the redundant channels of the mobile unit 35.2 is allocated and a remaining one is allocated to the mobile unit 35.3. Then, this whole reallocation procedure is repeated once for each superframe.
