PROBLEM TO BE SOLVED: To efficiently perform collection of water surface effluent such as leakage oil by small labor and small cost. SOLUTION: A device for processing water surface effluent is provided with continuous transport devices 21, 22 for continuously transporting effluent- containing water containing water surface effluent such as oil and sludge up to a position separated from a water surface and a filter 23 for filtering and purifying the effluent-containing water transported by the continuous transport devices 21, 22. The filter 23 has an effluent adsorptivity filter medium layer 24 and a surfactant adsorptivity activator layer 25 in a passage of the effluent- containing water. An addition agent storage tank 29 for adding an addition agent for effluent-containing water processing such as a separation agent for separating the effluent and a solidification agent for solidifying the effluent is connected to communicate with or shut off the filter 23.
