PPROBLEM TO BE SOLVED: To dispense with a basic map for positioning, and to reduce a gap or an error in joining precision between adjacent map pictures. PSOLUTION: In the atlas registration device, a map picture reading means 11 reads a map picture, a resolution reading means 12 reads the definition of the map picture, and a joining point reading means 13 reads the joining point between map pictures. A map picture joining means 14, in accordance with the resolution of the map picture read by the resolution reading means 12 and the joining point between map pictures read by the joining point reading means 13, changes the scale of each map picture, deforms each map picture, calculates the arrangement of each map picture, and joins a plurality of map pictures read by the map picture reading means 11.
