PROBLEM TO BE SOLVED: To stabilize and improve the discharging efficiency of a liquid discharging heat by a method wherein the displacement speed of the free end of a movable member is made higher than the growing speed towards the movable member of a bubble before the bubble turns to its maximum one. ;SOLUTION: At a movable member 31, simultaneously when micro-bubbles form substantial volumes due to the pressure based on the generation of the micro-bubbles, the free end 32 of the movable member 31 starts to slightly displace. In this case, the facing of at least some part of the movable member 31 to the downstream portion of a heating element 2 or the downstream portion of the bubbles by arranging the free end 32 of the movable member 31 on the downstream side of discharging flow so as to arrange its fulcrum 33 on its upstream side is important. Micro-bubbles cover the surface of the heating element so as to torn into a filmy bubble in order to start to uniformly increase its volume towards the movable member 31.
